This report examines the capital spending by incumbent local exchange carriers (ILECs) to improve service and deploy broadband. It details which carriers have capital funding available; the carriers' location, size, and expenditure plans; which carriers are approved to purchase; and which vendors can provide the needed equipment and services. The 89 recipients of 2001 RUS funds are assessed and listed by total RUS funding, total access lines, and deployment of a variety of network components.
